Abstract The term of Measurement, Efficiency and Efficacy in the Greek Public Administration in accordance with the principles of New Public Management Given the historical moment, which is very crucial for the Greek society considering the new global players –I.M.F. and E.U., which co decide with Greek government about the future of Greece, this research tries to enlarge into the terms efficiency, efficacy, productivity, measurement and their practical adjustment not only through laws and prescriptive rules, but also through the everyday practice in the Greek administration. The transition from the administration of bureaucracy, to the administration of results, is described and the theory of public governance is discussed. Τhe different measurement methods through the time are also presented. Furthermore, it presents the reasons of low efficacy and efficiency of the Greek state, which are also detected by the very recent general Review of the central government of O.E.C.D (published in December 2011) and which can be resumed in the strong dependents of the Greek administration on politicians. The main part of the research is dedicated to the kind of methods used in order to measure performance, the different indicators and how such a measurement system is planned. The new law about united payroll and its connection to M.B.O. and the program budgeting in contrast to the traditional expenditure budgeting are also analyzed. The conclusion is that the incorporation of these tools is slow and not as successful as it was expected. The effort to implement a system based on the M.B.O. (Management by Objectives) through the years, beginning from the Z.B.S. method in 1979 and through the Operational Program “Politeia” and the operational Program “Administrative Reform” is presented. The term of organizational learning and programming and the technique of benchmarking are presented. The main idea is that it s not what it‘s measured, but how the measurements are used that determines organizational success and that the numbers must be transformed into information and used in order to take measures for the reengineering of the organization. The last part of the research concludes a case study in the Directorate of Development Planning and the implement of M.B.O. by using indicators, for example how many new jobs have been created, how satisfied the citizens are, how quick the administration corresponds to their demands. The research was mainly based on the analysis of written evidence either primary for example laws, circulars, or secondary like books, studies, articles, publications in the press. The qualitative research was also used. Different people working in the Ministry of Interior and in the region of Crete (among others graduates of the National School of Public Administration with relevant work and study experience) were interviewed and asked about their opinion on the implementation of M.B.O. in the Greek public administration and on performance measurement.
