Abstract In this Master's thesis, we present the development of an environment for performing experiments of ABR charging services by emulating the functionality of such services. The traffic employed in the experiments is video whose transmission rate is adapted to the bit-rate allowed by the network. We study the requirements and the objectives of such an environment, and we present both its architecture and its development and implementation process. Furthermore, we describe several charging exepriments carried out, along with our conclusions concerning economic sharing of bandwidth and users' behaviour. Finally we investigate the usage of an intelligent agent at the user side, which will aid the user in being charge-efficient, by exploiting the renegotiation feature of one of the ABR charging schemes. We present the main ideas for such a tool, its development and implementation, as well as experimental results from simulations.
