Abstract

Pharmaceutical treatment constitutes one of the fastest and one of the most painless types of treatment that constantly evolves through research, but at the same time it comprises a part of a particularly complex political and economic process as far as its pricing and the way reached to the consumer is concerned. The interests, institutions and processes related to the field of medicine shape the general pharmaceutical policy. The purpose of this inquiry is the presentation of controlling mechanisms that ensure the validity and the reliability of the products and the institutions that take action in pharmaceutical policy and the presentation of the way and the process, through which medicines are approved for circulation. The purpose above is analysed on national and European level. It becomes perceptible that the framework which defines the pharmaceutical policy evolves constantly in order to cope with continuously changing facts. On this base, the rational use of medicines should be promoted through a complete briefing plan, the way of the medicine distribution should be defined more strictly (with or without medical prescription), while an electronic documentation of all medicines provided should be made both for economic and for epidemiologic reasons. The field of medicine is a special scope of political, social and economic action implementation. For this reason, pharmaceutical policy cannot be viewed separately from health policy and more widely from social policy, since medicine still remains a means of cure and a social commodity.
