Abstract National bioethics committees are responsible for making decisions on issues that we all dispute, such as euthanasia, abortion, conscious consensus on mental illness and cloning. However, he did not wonder whether the National Bioethics Committees are democratically legitimate and more specifically if the 9 experts making up the National Bioethics Committee of the country can make specific decisions on issues that support the personal element. The core of my work is the concept of democratic legitimacy in national bioethics committees. Initially, I create the theoretical background of democracy and deal with the concept of autonomy, where it is the building block. I describe the autonomy defined by Mil, as well as the autonomy of Kants. Kant's autonomy is the most appropriate way of shaping the regulatory framework of democracy. Soon, I'm trying to find out what makes democracy so special. The fact that democracy is an inherent process that treats people as free and equal makes it so unique and effective together. Democracy, however, is based on the procedural principle of the majority. The question is: the principle of majority can be applied to bioethical issues. The answer is no. Instead, a model of advisory democracy, where the Logos will be central, should be strengthened, and any argumentation should not be based on interests, desires, and personal goals but on generalized and universally applicable principles. The advisory model is also the source of the democratic legitimacy of the national bioethics committees. The democratic legitimacy of a national bioethics committee also depends on other factors such as whether citizens are involved or not and whether it is necessary for ordinary citizens to participate in committees and to express their views freely. At the same time, reference is made to the criticisms of the national bioethics committees. Finally, I deal with the issue of the release of genetically modified organisms into the environment and if the opinion of the citizens can prevail over the experts if this liberalization also means the potential risks to biodiversity and public health. Through this work I will try to show the reasons why the National Bioethics Committee is democratically legitimate. Such an issue, therefore, has theoretical parameters but is also a practical issue.
