Abstract The present study attempts to highlight the progress in the development of neo-liberalism in the 20th century and mainly to illuminate the ideological changes, occurred in the liberal ideology after the economic crisis of '29 in the United States of America that ultimately led to the formulation of neo-liberal ideologies of the 20th and 21st century. Through the reference to dominant ideological currents of the past, lays the opportunity to formulate a comprehensive and pragmatic framework for the interpretation of sensational evolutions in economic and political level in Europe and USA from the 70s onwards. The dominating factor during the analysis is the fact that neoliberalism is the economic-political theory chosen or imposed as a response to the global economic crisis in the fourth half of the 20th century. Main aim is to highlight the different concept of neoliberalism in Europe and USA. Emphasis is given, at the end of the presentation, to neoliberalism in the field of education policy. Thesis is divided into two parts and a total of eight chapters, aiming to the best possible theoretical justification of investigative tasks. The first part is devoted to the definition and presentation of the political context of neoliberalism and the second part to the neoliberalism in the field of education policy. Specifically, first chapter presents the evolution of the liberal idea through reference to selected thinkers. The second chapter presents an effort, for the conceptual definition of neoliberalism as formulated in Europe and USA from 1970 onwards. The third chapter presents, mainly through a survey of PEW in 2014, the typology of neoliberalism. The fourth chapter presents the conception of neoliberalism in Europe and USA. The fifth chapter presents the two dominant neoliberal policies implemented in Europe and USA through a short presentation of the premiership of Thatcher and presidency of Reagan. The sixth chapter refers to the globalization and education policy of the EU. Seventh chapter presents the main ideological and political axes of education policy in the EU. Finally, the eighth chapter presents the ideological determinants of educational policy and a summary of Reagan’s and Thatcher’s policy Reagan in the field.
