Abstract A modern trend for social policy is that the central state delegates more responsibilities to the local government. Therefore its role in the implementation of social services and in social cohesion expands. This qualitative survey probes the questions of whether the municipalities of the prefecture of Heraklion can sufficiently cover the citizens’ needs, the way they plan their social policy, what the limitations are and how they evaluate their relationship with the central government. From the survey it comes out that problems like the limited cooperation with the central state, the lack of planning, the insufficient financing and the shortage of professionals are factors that make the local social policy insufficient and without continuity. However the local authorities being closer to the citizens and having the potential of knowing the local needs better are suitable for the implementations of social policies under the suitable terms and conditions.
