Abstract This study attempts to offer a theoritical contribution through an empirical analysis which examines the role of the endogenous capital,-using tourism as a mechanism of development-,in the re-construction process of the local productive system and the labour market,as well as in the broader developmental process of Rethymno, during the period that the area,on the one hand was in a structural crisis while on the other hand it did not have t he potential to be industrialized. The study through the developme ntal process from the endogenous local view point in conjunction with the theory of underdevelopment,and seeing through the interrelation o f the sectors and the modes of production,explains the characterist ics of both development and underdevelopment. Methodologically,the study examines the entire issue from an historical perspective that o ffers the opportunity not only to describe and measure, but also to explain the developmental procedures.In addition,by using the functio nal approach,the study also examines the labour market operation, as well as job mobility,and viewing it from the "collective" perspective, concludes that both approaches are useful and complimentary. Fina ly,it is concluded that the role of the endogenous capital-oriented towards tourism-,is crucial for the local development.As a conseque nse, Rethymno shows a spesial case of local development with a low degree of sectorial disarticulation,which is mainly due to the fact that the greater bulk of the capital comes from local sources
