Abstract Turkey has in recent years made considerable strides under the accession treaties with the EU. However, problems were not addressed, not only the problem of the large population of the country, causing headaches in Europe, but also the issues of conservation and development of human rights, Cyprus, the army, etc. are just some of those that stalling the process. On this basis, and because there is already a cooperation with the EU customs union; no question of a special relationship between Turkey and the European Union. Already there is an effort to align with the acquis communautaire. The European Partners does not show, however, ready. Nevertheless, important step is for Turkey to be able to have close economic, energy and cultural relations with the EU, to participate in shaping a common European policy in the single internal market, the EEA's common foreign and security policy, CFSP and ESDP. Of course, the frequent coups, the active role of the Kemalists, and the army in the country, causing instability and mistrust on the one side, but the abandonment of the integration effort would mean complete failure, on the other. The West credited Turkey geopolitically and strategically capable of influencing the wider area, enhancing the role and importance of the post-Cold War era, considering, in conjunction with the EU and the US, they could export Ataturk secular dytikostrofo and a western model social and economic policy at the level that a western modernization of economic and social structures, with market competition, separation of religion and state, while politically transfer Ataturk authoritarian governance structures and the consolidation of formal democracy with growing and "educational nature" where all this package failed expectations. Due to progress in solving the Cyprus problem and the issue of minorities, to protect human rights and civil rights of Kurds and balance of Turkish nationalism, which reacts strongly to any suggestion of the international community to respect human rights, protection of nationalities and minorities (Yiallourides: 1997).
