Abstract Nowadays, the need for the use of digital and internet technologies in education and training is essential. This is the case because in modern society everyone should have the ability to learn in multiple ways (plurimedia modalities), and to be offered equal opportunity for learning education, without spatiotemporal commitments. Moreover everyone should have choices regarding what he learns and how he learns it and to be the "center of educational procedure" (open and flexible learning phylosophy). Therefore, world level research and development in the field of electronic learning and modern educational technologies is carried out. In this thesis we develop a distance learning application. First we review several electronic distance learning tools. These applications are classified in two categories. The first category is the non-real time applications, where the teacher and the students do not communicate live, and the second, the real-time applications, where the teacher and the students communicate live. In addition, several teleconference tools, which are used for the implementation of real time applications, are reviewed. Furthermore, we describe the distance learning application which was developed and implemented in this thesis. The users of this application are either teachers or students. The application offers the capability of a complete teleconference between users, because at any time, any user can see and listen, from his computer, the person who is talking. Additionally, this application offers real-time chat, application sharing with collaboration, questions between teacher and students, which are either written or verbal, and finally multiple choices questions from teacher to students.
