Abstract

The scarcity of natural resources and the problem of air pollution have created the need for energy production from alternative sources such as renewable. Greece as part of a collective European effort to reduce pollution and support renewable energy has turned its attention to these alternative energies in the energy balance. Wind power which exploits the power of the wind is one type of renewable energy. Installing Wind Farms creates mixed reactions because many have said that they cause problems areas where they are installed. There are many methods to evaluate environmental goods and one of these is the method of Contingent Valuation (CV). Through questionnaires and the use of Willingness To Accept (WTA) and Willingness To Pay (WTP) measures it evaluates the amount that the responders will be willing to accept or respectively the amount that they would be willing to pay to allow an environmental change and the measure to be used depends on the property rights. In this paper the valuation of siting a wind farm south of Spili in Rethymnon, Crete is undertaken using the CV method and the measure WTA. A total of 300 people were interviewed, 150 from the site area and 150 from the city of Rethymnon and the results show that the median minimum amount which the respondents would accept as compensation for accepting the Wind Farm is 50.07 € as a yearly reduction in their electricity bill. After many trials with the Maximum Likelihood method the final specification shows that what determines WTA are the perceptions on the negative impact of the turbines in general and more specifically on the aesthetics of the landscape, the importance of wind energy, the participation in environmental activities, visits to the site area, age, income, retirement plans, the existence of ancestors in the area and the existence of children in the household and finally whether the respondent has his residence in Spili.
