Abstract

This essay aims to investigate the factors that let to the establishment of the Barcelona Proccess in 1995 (the Partnership between the European Union and the Mediterranean Partners), their goals and aspirations, as well as the three pillars on which it rested. There will be a reference to its evolution during the first decate of its existence, to the way it was influinced by the European enlargement, as well as the way it adapted to new data. We will be analizying the aspirations and the problems, which emerged during this decate and the way they were treated, as well as the positions and weaknesses of each side. Finally, we will focus on the importance of the Civil Society and the third pillar of the Barcelona Proccess and its actual role in the Euromediterranean Partnership.
