Abstract A common foreign policy between the states of Europe has been - and continues to be - a key goal in the efforts for European integration. After the Second World War, the social, political, and economic conditions that prevailed in Europe created a fertile ground for the development and evolution of joint external action of the European states. A milestone in this process was the establishment of the Common Foreign and Security Policy, with the signing of the Maastricht Treaty in 1992. But what were the steps that the Member States took in order to establish the CFSP? How did major events in European history affect the way that Member States executed their foreign policy? Did the CFSP achieve its goals? These questions are answered in this paper.
