Abstract The object of the Thesis is the European Policy for Lifelong Learning, Vocational Education and Training and Employability, in the context of the public policy complex, within the Strategy “Europe 2020”. The Thesis is divided into five main Parts. Firstly, Part I deals with the identification and analysis of the Methodological and Theoretical Framework of our Thesis. Specifically, in the Methodological Framework, we define and analyze the methodological strategy and the framework, which have chosen for the research, analysis and interpretation of our research objects, namely Lifelong Learning and Vocational Education and Training. In addition, in the Theoretical Framework, we analyze the concept of governance and policy planning for the fields of LLL and VET, attempting to conceptually clarify the field of governance and good governance and to define and analyze the Education Policy in the context of the public policies analysis, as well as its function and its scope (intervention field) in the sphere of the public policy complex, and in particular its relationship with Employment Policy and Macroeconomic Policy. Then, Part I concludes with the theoretical and conceptual clarification and delimitation of the fields of LLL and VET. Subsequently, the Part II of the Thesis deals with the European Policy for LLL and VET up to 2010. We initially attempt to review, analyze and interpret the evolution of the European Policies for Education, LLL and VET from the establishment of the European Community up to 2000, and how the modernization of technology as well as the international changes in the economy and the labour market have transformed, over the years, the context, the content and the targets of the fields of LLL and VET. Afterwards, we research and analyze the policy-making of the European Policy for LLL and VET within the EU Lisbon Strategy (2000-2010), as well as the implementation of the “Education" and Training 2010” Work Programme, its key priorities for the fields of LLL and VET and the policy tools, which used in the context of the implementation of the “ET2010”, evaluating, at the end, the Lisbon Strategy in terms of the LLL and VET fields and their relationship with the Employment Policy and the strategic objectives of the Lisbon Strategy. Afterwards, in the Part III, we proceed to research and analyze the new European Policy for LLL and VET within the new European Strategy “Europe 2020” and its relationship with the European Employment Policy and the European Social Agenda by 2017. Initially, we analyze the reform agenda of the “EU2020” Strategy, in particular, the trends that determined the agenda setting and policy formulation, its strategic objectives and the key priorities, as well as the flagship initiatives which have been implemented within “EU2020” Strategy. Furthermore, we research and analyze the new “Education and Training 2020” Work Programme, i.e. the new European Policy for LLL and VET, as well as the policy tools, that have been used for its implementation, through a comparative analysis and interpretation of the formulation and evolution of the 3 Work Cycles of the “ET2020” during the period 2010-2017. Analyzing, simultaneously, the redetermination of the terms of the relationship of the European Policy for LLL and VET with the European Employment Policy and the European Social Agenda within the “EU2020” Strategy. Part III ends with a concise assessment of the European Policy on LLL and VET in the context of the new European Strategy "EU2020". Additionally, in Part IV, we proceed to an analysis of the European Strategy for LLL, VET and Skills across the EU, focusing on the European Neighborhood Policy for the fields of LLL and VET and the Torino Process, as well as on the multilevel & multi-actor governance agenda in the ETF Partner-Countries. Finally, (Part V) the Thesis concludes with critical insights and an attempt towards the theorisation of the synthetic conclusions, in terms of our research queries.
