Abstract

The goal of this study is to evaluate the relative efficiency of the General University Hospital of Heraklion before and during the development of the sovereign debt crisis in Greece; thus we focus between 2009 and 2013. Furthermore, we investigate the parameters of the efficiency variation the corresponding time period in order to discretize the influence of the economic crisis on the organization. To do so, the method of Data Envelopment Analysis (DEA) with input(s) orientation and constant returns to scale assumption is applied on the data. The analysis was implemented in two phases : a) On an annual basis for the period 2009-2013 and b) on a semi-annual basis (as intermediate cross- assessment) for the period 2011-2013. In both cases the analysis was performed in two ways : a) Without weighting, and b) with weighting variables taking as the decisional unit PAGNH these time periods . Used as inputs : a ) Human resource (medical , nursing, administrative , technical) b ) beds capacity ( developed ) c ) financial information (operating expenses divided into five categories : medicines , medical supplies , orthopedic materials , chemical reagents , other costs ) . Used as outputs : a) The number of visits to outpatient clinics b ) The number of visits to the emergency department We conclude that the relative efficiency of the University Hospital has improved, overall, in recent years. Moreover, among the individual analyzes and conclusions, it is remarkable that the quantities of chemical reagents, orthopedic material and pharmaceutical expenditure could have been reduced , for the years 2009-2012, so they could have contributed to increase the efficiency of this period.
