Abstract The purpose of this thesis is to examine the constitutional framework of higher education in Greece, as it was formulated in the constitutional revision of 1975 with article 16. The thesis focuses on the study of academic freedom and self-governance of universities, in order to highlight the protective grid established for the development of scientific research and teaching. In addition, the study focuses on the scientific debate provoked by New Democracy's legislative initiative on the establishment of private universities, although according to the Constitution this is prohibited. Thus, the interest of the study is also focused on following a debate that has been created among reputable Greek constitutionalists, who adopt divergent views, on this issue. Finally, through a critical commentary, an attempt is made to highlight the critical juncture at which higher education has found itself in recent years, while also how such legislative projects, combined with the educational policies promoted, undermine the institution of the university.
