Abstract

In this paper, an attempt is made, through the connection of the structural characteristics of legislation on mobility with the degree of implementation and effectiveness of the passed laws, to answer the research question that is posed, that is, if the mobility reform managed to function as a tool of public policy, for the better utilization of human resources, in the Greek public administrative system. The conclusion that emerges from the work is that the readjustment of the public administration, with the implementation of reform programs for mobility, essentially begins the period of the fiscal and financial crisis, while in the previous period the characteristics prevailing in the state apparatus did not favor the adoption of a reform of the mobility of civil servants, as a basic tool for exploiting the human potential of the Public Administration. In addition, it appears that the Unified Mobility System, which prevailed as the last public mobility policy, despite the gaps in functionality, which emerge through its practical application, is now the basis for flexible management and utilization of the human resources of the public administration.
