Abstract This thesis aims to emphasize the vital importance of water as a human right and common good, examining its economic, social and environmental dimensions. Citing the evolution of legislation in the European Union and focusing on the directives on the quality of drinking water and the Water Framework Directive 2000/60/EC of the European Parliament and of the Council, the importance of compliance by the member states with them is highlighted. The analysis of the legislation in Greece for the management of water resources in Greece, with an emphasis on laws 3199/2003 and 5037/2023 highlights on the one hand the challenges of public administration - such as the complexity of the country's hydrography - and on the other hand the need to adapt to climate changes but also the issues arising from the complexity, the lack of coordination and the inadequacy of scientific expertise during the implementation of the domestic legislative framework. Through the analysis of regulation through public ownership and economic theory, the challenges, benefits and importance of combining the two approaches are summarized, while special reference is made to the transformation of the state through the independent authorities for the Greek reality and in particular to the creation and operation of Energy and Water Waste Regulatory Authority. From the comparative analysis of the implemented policies in the EU countries, the absence of a clear trend regarding the existence or not of an independent authority for water management is reflected, which demonstrates the complexity of the regulation of the water sector and the difficulty of adopting a single policy regulation that will achieve its sustainable management.
