Abstract The rapid expansion of the Internet combined with the progress of technology in the area of Telecommunications, have enabled the development of an universal multi-service network which will have the ability to provide quality of service guarantees for the advanced services to be supported. The dominant, up to now, way of coping with the new situation that arise, is the ATM (Asynchronous Transfer Mode) which has been proposed from ITU-T as the appropriate transport protocol for the Broadband Integrated Services Digital Networks (B-ISDNs). Moreover, a great effort is being put to upgrade the current Internet architecture in order to successfully meet the new challenges. For the prosperity, let alone survival of such a demanding network, the application of modern charging policies -based on the consumption of the network's resources- becomes a vital necessity. Accounting management service includes the following procedures: usage metering, charging, and billing. The contribution of this study, initially involves the design and implementation of a usage metering mechanism based on the modern trends for distributed processing and hierarchical management as well as on the basic metering model currently formed from the specifications of the organizations and the companies' implementations. This mechanism provides an open and common interface for the collection of usage information, by obscuring the peculiarities of the network technology and the implementation of the network elements as well as minimizing the volume of information that "runs" through the network. Moreover, within the context of this study, a prototype integrated system for accounting and charging multiple ATM network services has been implemented. The proposed system follows the basic principles of the TINA service architecture as well as it implements advanced charging models that have been proposed from the CA\$HMAN program. For the evaluation and demonstration of the various procedures of the system, a specific user application has been implemented through which the VoD service is provided. Significant weight is given in the design of the user interface, in order to enable a detailed study on all the levels of providing and charging ATM services, as well as the conduct of experiments for the evaluation of the charging models from advanced or not users.
