Abstract Background: The covid-19 pandemic has disrupted health systems worldwide and most countries have not yet recovered from the immediate effects of increased SARS-CoV-2 mortality and morbidity. The critical period of the pandemic may be the opportunity for a radical reform of the health system in Greece, which with its pathogenesis, further aggravated the health crisis. Especially in Greece, despite the serious understaffing of the health services, after the ten-year economic crisis and with significant weaknesses in infrastructure and human resources, protocols and procedures were adopted, proposed by international and national organizations (WHO, EODY), it was done redeployment and training of staff, recruitment of new staff in all Health agencies. Purpose: The purpose of this study, is through as provided by the 7th HRC and subsequently their analysis, to establish the strengthening of the National Health System in human resources in all health units during the period of the Covid-19 pandemic. In addition, from the same 7th HRC data the staff expenses (temporary or permanent staff costs) that arose from the recruitments will be recorded and analyses The results could be used to improve staffing and empowerment strategies in the health system. Results: The staffing of the health system in both the hospital and the health centers was significant. Many recruitments were observed both in the auxiliary and permanent staff both as a whole and in the individual health clinics. Similar increases were observed in the type of staff. Specifically, the increase in medical staff was a total of 900 people, with a 21.3% change for hospitals and 418 people with a 7.8% change for Primary Health Care. The increase in nursing was 2455 people, with 13.9% change for hospitals and 282 people with 57.5% change for PHC. Paramedic increased by 526 people, with 15.6% change for hospitals and 71 people with 14.5% change for PHC and technician increased by 193 people, with 7.8% change for hospitals, with 6 people with 0% change for the PHC and with 8 people with 166.7% change in the 7th Health Region of Crete. Finally, in relation to the administration it decreased to 615 people, with -7.1% changes for hospitals, while it increased by 237 people with 26.7% change for Primary Health Care and by 55 people with 61.8% change for the in the 7th Health Region of Crete. As for the hospitals or the total increase of all the staff was 4692 people, for PAGNI 1514 people, for the General Hospital of Venizelio 920 people, for the General Hospital of Chania 942 people, for the General Hospital of Rethymno 462 people, for the General Hospital of Agios Nikolaos 366 people, for the General Hospital of Ierapetra 212 people, for the General Hospital of Sitia 203 people, and for the General Hospital of Neapolis 72 people. The cost of auxiliary staff was overall higher from own resources (9,505, with 335% change) than in the NSRF (3538 with 106.4% change). Conclusions. The need to increase staff in in the 7th Health Region of Crete was necessary in an understaffed health system like the Greek one. The pandemic caused a change in the recruitment system, mainly changing the number of auxiliary staff. This change was not uniform across all health groups and it is not possible to see if this is a strategic positioning option based on epidemiological needs. Finally, regardless of aid through European programs, recruitment was a burden on the state budget.
