Abstract The present work deals with the diagnosis of the needs of the human resources of the local government, where the educational needs of the staff of the Municipality of Rethymnon and in particular of the Citizen Service Center of the Municipality of Rethymnon during my studies in the Postgraduate Studies Program of the Department of Political Science of the University of Crete . The theoretical framework of this work is generally related to the qualitative method and methodology, to the development of human resources in self-government, to the analysis of the terms self-government and public administration. The modernization of public administration and the training of civil servants in Greece, as well as the horizontal practices defined as essential in self-government, are concepts that are considered to be of major importance. The aim of this specific research is to determine the basic needs and the shortcomings of civil servants, on skills and knowledge, that impede the development of their administrative ability and undermine the implementation of an administrative reformation in the civil sector. The purpose of this study is, to illustrate the educational needs through description, for them to be understood and to have their prioritization detected, in order to be recorded and so the necessary educational public policies will be done, according to the international standards. It is necessary, that the development of manpower, public management and subsidiarity starts existing, so administrative reformation can exist. Wherefore the development of manpower is related to the improvement of professional knowledge through education and with the changes in employee behavior, through the implementation of systems. Such systems as these, include a meritocratic and reliable system of selection, evaluation, remuneration, motivation and mobility, just so a change can happen in the mindset of the employee. In doing so, the civil servant will become a counselor of the citizen and the psychology of inertia will be transformed into psychology of action and exclusively in the assistance of the citizen.
