Abstract This study in the beginning examines the national bibliography on National Food Safety Systems (NFSS) of the Member-States (MS) of the European Union (EU) and the EU itself on central level. The main organizational structures of the NFSS, their legal frameworks, their responsibilities, their experiences and challenges relating to NFSS are discussed. In parallel, analyses in depth the current food safety system in Cyprus . The particular researching effort was focused to conduct of an extensive research in Cyprus with the used of prototype questionnaire in order to charted the opinions, the needs and the expectations of all interested parties in the food chain, about the food safety system. The collection of data became with the method of random stratified sampling with final sample of 868 completed questionnaires. The examined population constituted all permanent residents of Cyprus living in urban regions and age over 18 years and the public food control authorities and food businesses.The combination of both the national and international experience had got us an informed insight of the current Cyprus situation, its similarities and differences from the other European Countries and which features of the MS are considered most successful. This provided us with a solid framework within which we had built our overall proposal for the establishment of a single and stand-alone food safety authority in Cyprus. Growing concerns about food safety had led the majority of the MS and many Third Countries which are trade partners of the EU, to review their food safety systems the with scope to increase effectiveness. The study shows that the EU and 22 out of 27 MS had already established a food safety authority or a similar organization at national or federal level. Also, the study illustrates different approaches to the establishment of such agencies. Areas where marked differences in approaches included the division of responsibilities of risk assessment, risk management and risk communication. On the EU level risk assessment and risk communication are responsibilities of European Food Safety Authority whereas risk management a primarily political duty belongs in jurisdiction of the European Commission and the EU Council. In 15 MS all three areas of activity are kept together whereas 12 MS are separated functionally or institutionally the risk assessment and risk communication from the risk management. However, where they were developed NFSS either in the European Union or in Member-States has proved more effective and efficient from the previous status, despite their “misfortune” to experience serious food crises, because they give priority i food control programs making correct exploitation of available economic resources. Cyprus remains between the five countries that hadn’t establish a national food safety authority yet to lead food safety in the island. This research shows that there is a crisis of confidence between the involved parties in the food chain while the huge majority of the sample believes that the various stakeholders do not say the entire truth for food safety. Also the research reveals important weaknesses of the food safety system that render it’s operation ineffective. Particularly, the public food control services do not receive the absolute satisfaction from the sample with regard to the implementation of their duties. The majority of sample they are presented do not know to which competent service should be conduct to report a food hazard , it prevails a generalised confusion for the distribution of responsibilities. Finally, the majority of sample they believe that afterwards our integration in the EU the food safety was improved and they support the creation of a single and independent food safety authority in Cyprus based on EU model.
