Abstract The challenges which the public sector was called to face have led to the consideration of the human factor as a highly important tool in the successful practice of public administration and the optimization of its results. The constantly new data and current needs combined with the development of new technologies and opportunities they’ve brought along have led to the need for renewing civil servants’ cognitive background and its optimal management. All these, combined with a concise presentation of legislations concerning human resources management, as well as issues of staffing, quality, assessment and performance with references to Greek Public Administration and Local Government according to Third Hellenic Republic, are subjects of study.
