Abstract The first part of the doctoral dissertation, namely the first chapter, includes the theoretical background that this dissertation was based on. A historical review of the Greek immigration is also presented in this chapter, as well as theories that are interwoven with the immigration phenomenon. Furthermore, the meaning of the term "Brain Drain" is being clarified. The second Chapter refers to the European youth mobility and a review of contemporary European migration is also carried out. Official statistics of estimating outgoing and incoming immigrants until they year 2016 by the Hellenic Statistical Authority are also included, as well as a survey held by the Athens University of Economics and Business, regarding the absorption of Greek University graduates in the labor market in the year 2018. In addition, this chapter contains the most recent research that has been conducted regarding the Brain Drain phenomenon, as well as the viewing of this phenomenon in Greece through the “eyes” of Greek article writers in the printed and electronic press (reference years: 2016–2019). In this Chapter, an extensive reference is being made to the initiatives created by Greeks abroad in order to highlight the urgent need for the repatriation of Greeks abroad, as well as the effort made by the National Documentation Center to "build" bridges between Greece and of the Greek specialized human resources living abroad. An excerpt from an article by the Rector of the University of Athens and President of the Synod of Rectors, Mr. Dimopoulos Thanos, is also included referring to the issue of improving the competitiveness of Greek Universities. In the third Chapter, an extensive reference is made to the organizations of Cretan immigrants that exist in Germany and to the contributions of the Pancretan Union of America regarding Greek culture. This Chapter also includes photographic material that derives from the associations of the Cretans who lived in Germany, as well as from monuments of Hellenes abroad that exist in Greece and abroad. The fourth Chapter focuses on the case of Brain Drain phenomenon in Crete, as well as on the most popular destination that emerged for Cretan Scientists through the quantitative research that was held for this Thesis and in addition, an extensive reference is being made to the traditional and friendly relations that Crete has historically maintained with England. This Chapter includes a summary table which enlists Greek Embassies and Consulates that exist abroad, where the questionnaire of this research was sent to via e-mail in order to be answered by the expatriate Greek Cretan Scientists. Finally, there is a list of Cretan online communities created on Facebook, where other Cretan expatriates have joined as members, as well as a list of members of Greek online communities who responded to the Thesis’ survey. The fifth Chapter includes: i) grouped findings from the Interviews of distinguished Greek Scientists abroad hosted in the magazine "K" of the newspaper "I Kathimerini", ii) recorded Interviews which I conducted personally as a Researcher, as well as the analysis of these Interviews. The second part of the Thesis, specifically in the sixth Chapter, Statistical analysis is included. Furthermore, the theoretical framework and methodology of the Research adopted, the identity of the Research, the time of its implementation, its purpose, the objectives, the formulation of 49 Research Questions, the structural model (SEM) for the economic crisis that broke out in Greece in the year 2009, as well as the model of repatriation forecast (REPATRIATION). The aim of this doctoral dissertation was to highlight the profile of the Greek Cretan immigrant through three restrictions (quota) set from the beginning, as well as the main reasons why Cretan Scientists emigrated abroad during the economic crisis outbreak in Greece (reference year: 2009). The reasons of respondents’ departure abroad are analyzed according to gender, professional sector, year of migration, destination country, intention for returning to Greece, conditions they personally set for repatriation, as well as the estimated time of their return home in years, according to their gender, occupation, and country of immigration. Of particular interest is the differentiation of their views, according to their profession, on key issues concerning the operation of Greek Universities, the upgrading of the latter, as well as the evaluation of the Greek educational system as a whole, being Greek graduates. This Thesis was implemented due to my personal interest for investigating the Brain Drain phenomenon in the island of Crete, as being a University of Crete graduate and is a trigger for other researchers in the future to investigate this particular "Brain Drain" phenomenon that occurs in a specific geographical area.
