Abstract	The World Wide Web, WWW, is one of the faster evolved computer applications. Its growth rate tends to make it a victim of its own success. Users serving is overloaded from the causing congestion of WWW's growth rate. The present work deals with solution methods of congestion in the WWW, based in caching. In order to apply the new methods, we design and implement a new proxy server which plays a mediator role in serving users requests by the WWW servers. The suggested proxy servers can be connected and cooperate in order to achieve better performance. In the present work, a new communication protocol for their cooperation has been implemented. Proxy servers can seek documents not existing in their cache to a cache of some other proxy server. In order to know which proxy server can service these requests, they interchagne catalogs with the more valuable documents in their caches (e.g. documents with big demand). Additionally, we design and implement efficient algorithms for managing cache's capacity. The main goal of the suggested algorithms is the improvement of the average response time corresponding to servicing users requests. The comparative testing with some other classical algorithms (e.g. Least Recently Used-LRU, Least Frequently Used-LFU) has been made in a simulator which simulates the operation of proxy's cache having as input real load from the WWW (WWW traces). An improvement of 10-15\verb'%' of the average response time is observed which is a very important percent.
