Abstract	Educational Programs are computer applications which support learning. These systems enable users without special computer knowledge to create other applications satisfying educational needs. This work, after an introduction to educational technology, describes the way such existing applications work. Next, it suggests properties that these computer programs must have in order to be considered paedagogically sufficient, so that the existing criticism to the use of Computers in Learning can be confronted.
