Abstract	When the European Employment Strategy was launched in 1997 in order to contribute to the modernisation of European welfare state which was pressurized due to a rapidly changing environment, it received mixed reviews. For the proponents, the European Employment Strategy was an innovative tool for policy learning, multilevel and multi-actor policy making which promoted flexibility and coordination of national employment policies. For the sceptics, in turn, the European Employment Strategy was an ineffective tool with limited bindingness, oriented towards the lowest common denominator. More than ten years later after the adoption of the strategy, this study aims to comparatively examine the validity of these arguments in Italy and Sweden. The study combines the concept of Europeanization with the theoretical assertions of new institutionalism and network governance in order to examine the organisation and the implementation of the European Employment Strategy at domestic level and evaluates the impacts of this process under the lens of a value-driven and market-oriented Europeanization of employment policies.
