Abstract During the Greek Revolution, the commune of Athens, through conflicts and opposition, gradually integrated into a modern institutional function established by the revolutionary National Government. This integration was facilitated by the rise of new local political forces in the town of Athens, which, gradually, and for various reasons, defeated the former notables; the latter, however, were also part of the revolutionary process and they were able to retain a part of their power under the new institutional framework. Decisions of the Communal Council of the town of Athens, studied between 1821 and 1831, record 191 local ‘notables’ (Gk. proestoi) and 300 ‘heads of households’ (Gk. noikokyraioi), a total of 491 Athenians who acquired political roles during the revolutionary years. Judging from their involvement into real estate during these years, almost one third of them had the necessary capital for buying land. Using the ability to buy land as a marker of social class, my study of the same sources revealed 619 buyers in Athens, which, however, did not hold political positions during the revolution. In sum, 1,110 of a total population of 9,040 citizens (including women and children) in Athens in October 1824, were involved either in real estate or in the revolutionary politics.
