Abstract This present Bachelor‟s Thesis, conducted within the Postgraduate Program of Sociology of University of Crete, treats with and analyses the institutional area of the civil society in Greece and through the bibliographical retrospection, functions a perspicuous description of the Supreme Council for Civil Personnel Selection (ASEP) as a part and official form of the civil society, insisting mainly on its functional and executive characteristics as well as on its deed. Specifically, this thesis has been developed in two parts, using both Greek and foreign language bibliography. To begin with, the first part describes the evolution of the civil society definition not only globally but also in Greece. Firstly, there was made an enlightening historical review on the notion of the civil society. Also, the from time to time and in any circumstances definitions of the civil society, were enumerated, even from the classical era to 18th century up to nowadays. Through this investigation on the definitions, the first considerable thesis findings arose, as it was obviously difficult to obtain a commonly accepted definition from its beginning. As the thesis proceeds, an explicit reference is made on the development of the various forms of the civil society particularly in Greece, both on a theoretical and practical level. Of course, the characterization of the Greek civil society as undernourished and weak was re-examined and analyzed, leading to crucial and extremely enlightening conclusions. In parallel, specific reference is made on the connection of social capital and civil society. The second part of the thesis deals with the role of the Independent Authorities in our country and mainly with the role of ASEP. After a brief analysis of the recognized Independent Authorities, as defined by the Constitution, the interest was lodged solely to ASEP. ASEP functions till today as an official entity of the civil society, as an offshoot that strives to demonstrate (partially has achieved to) its significance and to operate within those frameworks, with facts that sometimes either resemble or diverge from the action requirements of the civil society. As soon as the examination and display of the inherent activities and the subsequent 7 characteristics of this Independent Authority took place, a completed and unequivocal example of the practical role that the civil society can have was cited, simultaneously underlining its positive and negative connotation, its vulnerable and strong traits.
