Abstract

The provision of health services may constitute a field of growth and social governmental policy or a field of intense enterprising activity. In general, health in modern societies can be simultaneously explained as both a social and an economic product. The purpose of this particular inquiry is the analysis of the relations between the public and private health sector in Greece and specifically the extent to which the association between these two sectors has been altered, both on qualitative and on quantitative level. On political and legal level, it is observed a relative stabilisation of the regulations from 1994 up to today and the basic differentiation of the two big parties lies in the scope of the private sector development, without causing a significant imbalance in the public sector due to the increased political cost it may involve. On economic level, the public sector does not offer motives for further growth, so that it remains stagnant, while the private sector evolves in the frames of competitiveness and profitability. The public sector remains the strongest investor, accumulating by far a bigger percentage of the GDP available for health. Finally, there are no fringes of overspending of human and material resources neither on economic nor on social level. The two sectors have to cooperate in order to enhance the quality of services provided, to decrease the cost for the citizen and to improve the public finances, while the private sector should develop in sectors that the public fails to develop, so that a regularly high profitability could be achieved and at the same time it could constitute an important supply in the defence of public health.
