Abstract

The purpose of this dissertation was the design, creation and evaluation of interactive educational material, applying the methodology of distance education in an eLearning environment, for the training of civil servants on "Institutional framework, principles of operation, issuance and use of digital signatures in electronic documents ". The research was attended by three (3) critical readers, experts in distant education and thirty-six (36) civil servants, who came in contact with the material and answered questionnaires which were designed using the mixed research model with qualitative and quantitative characteristics. Issues concerning the quality, appearance, usability and efficiency of the educational material were investigated, as well as its strong and weak elements. The views of the trainees, on the learning outcomes and the possibility of using this eLearning environment as a basis for training in other subjects are also explored. According to the results of the research, the views of the two evaluation teams largely coincide. The environment is easy to use and elegant, with documented content and functional interactive presentation. The activities are considered supportive and help the learner in his study. In conclusion, they argue that the attractive environment and the interactive presentation make it a modern environment of autonomous learning, and may be used as a basis for other subjects.
