Abstract |
In recent years Human Resource management and development has been one
of the most significant success factors in businesses and organizations either in the
public or in the private sector. This is proved by the incessant development in the
specific field as well as by the importance that has been attributed to it. Its
implementation globally in the private and in the public sector has proved the
necessity to be incorporated in all the procedures of production. In Greece work in
human recourses has been left behind mainly due to lack of knowledge and degrees in
this field and secondly due to its insufficient implementation in the private and public
sector.
Human resources are called upon to play a decisive role in the efforts of local
or regional authorities to respond to the increased demands of their citizens as well as
to adjust to the ever changing economic, technological and social conditions. Relevant
action plans concerning the development of human resources is the reasonable choicerecruiting-
training and objective assessment, which have already been adopted by
individual member countries, the European Union as well as by the Organization of
Economic Cooperation and Development. However, the implementation of such
methods or polices in the local or regional authorities seems to be limited.
This thesis deals with the management and development of human resources
in view of the responsibilities of the regional authorities, here the Regional
Authorities of Crete being the case study. More specifically this thesis is divided in
four chapters as follows: the first part focuses on the theoretical documentation in
which all the theories of the management of human recourses, such as management
and development, training, attracting human recourses, assessment, remunerations, are
analyzed. Then, in the second part local authorities are viewed with reference to
international trends which prevail in EE, in the state sector, and in the Greek local
authorities. Moreover, there has been made a reference in the good practices that has
been implemented-in recent years-by Greece regarding the management and
development of human resources based on the legislative framework. In the third part
the identity of Regional Authorities of Crete is being analyzed as well as its
administrative division, the structure of its departments, the organization, and the
personnel. The responsibilities are mentioned and the ways of administration and development of human recourses in the Regional Authorities of Crete. Final
conclusions and proposals are mention in the fourth and final part.
