Abstract |
For decades, public sector is thought to be a privileged area for the employed people of different working categories and specialties. After the explosion of the 2008 economic crisis in Greece and the concomitant cash flow problems concerning the private sector, the number of people that seek job in the public sector are rising. Since 1911 job permanency consists a vital criterion for this particular choice. Public sector usually is thought to be a place where someone could “nest inside” or “settle in” without having plans and goals concerning their job. Due to this fact public sector’s employees are being given characterizations as “lazy”. The passage of Law 2190/94 makes provision for the administrative staff of the Greek public sector not to be appointed to their position through process other than official written examination accomplished nationwide. Since then, the responsible for this purpose state institution (ASEP) helps according with meritocratic criteria to overcome legally the old problem of the hidden connection between the applicants and the power/authorities. Almost a decade later, the legislation is making an attempt to introduce neo–liberal points of view of New Public Management through the process of financial adaptation. According to these new conditions, this essay is made an attempt to search whether there is some change of the way civilians have been treated. In the case that the later is being confirmed the aim of the research is to make a possible correlation of the crisis with the change. An other goal of the research is to find out whether the NPM principles applied to new or the older employees alike. Moreover, the direction of the research is headed to the possible difference to embrace the principles of NPM among the workers in relation the way they had been appointed, more specific, whether their position come from the process of institutional examinations or not. The question concerns the willingness to apply these new principles. Within this context, it is contacted 6 qualitative interviews and analyzed the data according to the given answers of the participants. The research reveals that in the administrative public services field the personnel that have been hired through the institutional examination process (that is to say, without political interference) seems that mostly aim/focus on the results of their actions in the professional context they work. The correlation between the process and the results as it is defined in the context of Public Management is of great importance given the public insufficiency in this particular field over the last few decades and from this point of view consists an innovative process.
